Radius is how far the ring reaches from its centre and Tube is how thick the ring itself is, so those two together decide whether it reads as a hoop or a doughnut.
It stands upright by default, like a wheel. For anything lying flat, a coil of rope, a halo, a raised pad around a bolt, turn it a quarter turn first.
Its segments are evenly spaced around the ring, so it also makes a decent set of points to place things on when you want them arranged in a circle.
